COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His fitness assessment (FA) dated 27 Feb 12, be invalidated and
removed from the Air Force Fitness Management System (AFFMS).
_________________________________________________________________
APPLICANT CONTENDS THAT:
His physical training (PT) test was scored incorrectly.
He had a back injury and was unable to finish the run portion of
the test.
In support of his request, the applicant provides a copy of his
AF Form 469, Duty Limiting Condition Report.
The applicant's complete submission, with attachment, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant is currently serving in the Air Force in the grade
of master sergeant. The applicant failed his 27 Feb 12 FA with a
score of 21.90.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPSIM recommends partial approval by updating the cardio and
sit-up components of the FA dated 27 Feb 12 to reflect exempt
in the AFFMS. DPSIM states the applicant provided an AF Form
469, dated 28 Feb 12, stating no running greater than 1/4 mile
and no repetitive bending at the waist.
In accordance with AFI 36-2905, Fitness Program, paragraph
4.3.2., Component Exemption: Member is exempt from one or more
components of the FA, but will be assessed on remaining
components. The applicants overall composite score will now
reflect 51.00 (Unsatisfactory).
The complete DPSIM evaluation, with attachment, is at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 9 Nov 12, a copy of the Air Force evaluation was forwarded to
the applicant for review and comment within 30 days. To date, a
response has not been received (Exhibit C).
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. After
carefully reviewing this application and the evidence provided in
support of the appeal, we are not persuaded that the applicants
Fitness Assessment (FA) dated 26 Feb 12 should be removed from
his records. While the applicant requests that his entire FA
dated 27 Feb 12, be removed from his records, we note the AF Form
469 does not exempt him from the abdominal circumference and
push-up components of his FA, therefore, these scores should
remain as recorded.
4. Notwithstanding the above, sufficient relevant evidence has
been presented to warrant partial relief. After carefully
considering the evidence of record, we agree with the
recommendation made by DPSIM to update the applicants 27 Feb
12 FA to reflect exempt in the cardio and sit-up components,
which will still reflect an Unsatisfactory rating.
Accordingly, we recommend his records be corrected to the extent
indicated below.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the cardio and
sit-up components of his Fitness Assessment (FA) dated 27 Feb
12 reflect exempt in the Air Force Fitness Management System
(AFFMS).
